Emmanuel Skoulios has been leading the French Alliance in Moldova since 2006, one of the main French Alliances in Europe. Previously, he held the position of Advisor for Cooperation and Cultural Action at the Embassy of France in the Republic of Moldova (2006-2010).
He also played a role in establishing the French Chamber of Commerce in Moldova, of which he has been the president since 2012. This chamber brings together most of the French investors in the country.
As a former chief of staff for several French local elected officials, he worked alongside Marcel Lucotte, Senator-Mayor of Autun and President of the Independent Republicans Group in the Senate, Philippe Bonnecarrère, Deputy-Mayor of Albi, and Philippe Douste-Blazy, Mayor of Toulouse, and later Minister of Foreign Affairs.
Emmanuel Skoulios has expertise in managing local development projects, bilateral or multilateral cooperation, especially in the fields of education, higher education, and economic development. He is proficient in public communication, the implementation of influence strategies, and institutional relations.
He is a graduate of the Institute of Political Studies in Strasbourg.
